Yakir Bukabuza has told the Jerusalem Post . In a recent interview, Bukabuza told the Post , "We are better now at saving people faster from major destruction areas," referring to areas hit by large and powerful ballistic missiles, especially Iranian ones. "We have learned a lot about responding to home front disasters emanating from multiple fronts," he stated regarding the most recent drill he directed for the Haifa region. Overall, over the last year of war, the IDF Home Front in (https://www.jpost.com/travel/article-909928) Haifa "gave more time for citizens to get to safe areas, a jump from 60 to 90 seconds for Haifa and the surrounding areas." Questioned about what concrete positives this extra time gives citizens, Bukabuza responded,  "More time means greater readiness. It means kids in school have a better chance to get to a safer place. It means all people can walk more slowly and safely to secure areas. People also make better decisions about their safety. It raises the overall national resilience." (Col. (credit: IDF SPOKESPERSON'S UNIT) Small steps create big progress for home front safety, security In addition, he noted that progress was made by giving citizens an initial warning prior to the siren warning. Further, he stated that there has been progress in providing more effective home front secure spaces. Pressed about whether the home front is ready for enormous mass drone attacks like those occurring between Russia and Ukraine, he said, "There is an ongoing learning process. We also learn in the middle of some battles, including during (https://www.jpost.com/middle-east/iran-news/article-899564) Operation Roaring Lion ," which heavily impacted Haifa and the North. Although Iran has attacked Israel with some thousands of drones, Russia and Ukraine are now attacking each other with much larger numbers, reportedly reaching into the millions, a new scale of threat which Israel has not yet had to defend against. Asked if the home front is more prepared for Iranian cluster munitions threats which plagued the country during the early 2026 Iran war, Bakabuza responded that this issue is more the role of the air force air defense apparatus, but that the home front has improved in finding the munitions more rapidly after they were dropped to reduce secondary harm and risks. Next, the Post remarked that over the course of three years of war, most Israeli citizens started to take Iran warnings more seriously than Houthi warnings. Moreover, IDF home front restrictions during conflict with Iran were more severe than during conflict with the Houthis. 'We want to try to facilitate more of a routine life' under war-like scenarios Bakabuza said that regardless of whether the threat comes from Iran or the Houthis, "we want to try to facilitate more of 'routine life', while still providing life-saving warnings." "There is always a tension between doing the most to save lives versus not over-warning, so that routine life can continue as much as possible," he added. In addition, he stated that there were many warnings and different kinds of instructions in between warnings, sometimes for different kinds of attacks, depending on the kind of weapon used by the enemy and how much time it would take for the weapon to reach Israel, "but no one should be overconfident versus the Houthis." Moving toward chemical disasters, the Post noted that there were incidents in the conflict with Iran where large chemical facilities in Haifa were struck. Bakabuza said that the IDF home front and the country saw these events with their own eyes and learned from them in real time. "There are operational guidelines and set orders for the relevant organizations in the event of an emergency. There needs to be a rapid response with all the emergency agencies working together, including RAHEL, the police, the fire department, (https://www.jpost.com/israel-news/article-908350) Magen David Adom , and others, all building the emergency plan together." All of these issues were tested in this recent drill, he noted. He concluded, "The IDF Home Front Haifa District is ready. I am pleased with the drill results and the efforts of both mandatory and reservist soldiers. We can always improve our alertness," keeping officials' eyes and ears open.
