Serenity Strull (Credit: BBC/ Serenity Strull) Spread across thousands of ordinary homes, this "power plant" has become Vermont's largest power source. It's protecting owners from outages and providing cheaper, cleaner energy. Vermont has (https://floodready.vermont.gov/news/why-does-vermont-keep-flooding-its-complicated-experts-warn-it-could-become-norm) faced an increase in extreme weather events in recent decades, including (https://www.usgs.gov/publications/flood-july-2023-vermont) some of its worst storms in recorded history . For Pollyanna Bladyka, such events used to mean losing power a dozen times every year, often for multiple hours. "I don't mind being cold… but I just want my coffee in the morning and I want to be able to watch my news," says Bladyka, who lives in the rural town of Springfield in eastern Vermont with her husband Andy and her dog. Bladyka became so fed up with the frequent power outages that in 2024 she was on the verge of buying a gas generator, as many of her neighbours had already done. But the electrician she hired to install it told her about a programme providing a compelling alternative. Run by Vermont's largest utility, Green Mountain Power (GMP), the scheme installs two batteries in participants' home (https://greenmountainpower.com/rebates-programs/home-energy-storage/energy-storage/) for $55 (£41) a month over a 10-year lease agreement . After doing some research, Bladyka and her husband decided it was a better option than the $12,000 (£9,000) cost of the generator they had planned to buy. They have not lost power a single time since the system was installed in 2024. I'd like to say I did it for the environment, but I did it for myself. But I don't mind helping – Pollyanna Bladyka More than 5,500 people in Vermont have similar home battery systems. As well as providing individual homes energy security during power outages, these batteries form the backbone of a new kind of system known as a (https://rmi.org/resources/clean-energy-101-virtual-power-plants/) virtual power plant that mimics the resources of a traditional power plant. The US now has over 40GW of virtual power plant capacity, according to internal analysis by Wood Mackenzie. It's still relatively small compared to the roughly (https://cms.ferc.gov/media/energy-infrastructure-update-december-2025-0) 600GW of natural gas and 200GW of coal , but (https://www.smartenergydecisions.com/wp-content/uploads/2025/04/liftoff_doe_virtualpowerplants2025update.pdf) a total of 160GW of capacity could be unlocked by 2030 , according to a 2025 US Department of Energy report – equal to some 20% of the country's expected peak energy demand. Through GMP's programme, its virtual power plant has quietly become Vermont's biggest source of power. Now, the state is testing how far this "hidden" form of power can go. A power cut safeguard For Bladyka, avoiding outages was the main reason she got the battery. "I'd like to say I did it for the environment, but I did it for myself," she tells me on a visit to her home in May 2026. "But I don't mind helping." She describes previously waking up without power multiple times per year and not being able to go about her morning routine, with storms the most frequent cause, she says. Virtual power plants can give a huge advantage over traditional systems when it comes to resilience against power outages. Rise of the virtual plant Virtual power plants are an aggregation of thousands (or even millions) of consumer devices into (https://solarunitedneighbors.org/resources/virtual-power-plants-a-better-grid-now/) one orchestrated system that fits into the wider grid like a traditional power plant. Everything from home batteries and rooftop solar to smart thermostats and even EV batteries can be incorporated. This system is coordinated to reduce demand on the grid – replacing the need to build extra fossil fuel-powered plants. The concept (https://link.springer.com/book/10.1007/978-1-4615-6167-5) has been around for decades , but has gained popularity in recent years as (https://www.iea.org/news/global-energy-demand-growth-was-met-by-diverse-range-of-sources-in-2025-led-by-solar-and-then-gas) energy demand has risen and more distributed energy resources like rooftop solar have been added to the grid. Virtual power plants are now being (https://www.iea.org/reports/unlocking-the-potential-of-distributed-energy-resources/executive-summary) built everywhere from (https://www.statkraft.com/solutions-for-industry/energy-flexibility-management/virtual-power-plants/) Germany to (https://english.www.gov.cn/news/202404/08/content_WS66138e0fc6d0868f4e8e5da1.html) China . Climate change is (https://www.ipcc.ch/report/ar6/wg1/chapter/chapter-11/) driving an increase in extreme weather globally and Vermont has seen that trend firsthand, from (https://governor.vermont.gov/press-release/transcript-governor-phil-scott-remarks-one-year-anniversary-july-2023-flood) flooding to (https://www.weather.gov/media/btv/climo/extremes/top20snow.pdf) snowstorms . It may not come as a surprise then that the state has experienced an (https://apnews.com/article/wildfires-storms-science-business-health-7a0fb8c998c1d56759989dda62292379) increase in outages in recent decades (as has the US as a whole), according to a 2022 Associated Press analysis of government data. In fact, seven of the 10 most damaging storms in GMP's history have happened in the last decade, the company tells the BBC, (https://greenmountainpower.com/news/rural-resilience-delivers-results/) causing more than $225m (£168m) in damages . Given the state's rural nature and extreme cold in the winter, any kind of prolonged outage can be a matter of life-and-death if a customer does not have backup power – as it was during Texas' (https://limos.engin.umich.edu/deitabase/2024/12/27/2021-texas-power-grid-failure/) grid failure in 2021. Now, though, power cuts are not a worry, says Bladyka – her battery should be able to power her house for two days, so long as electricity usage on things like dishwashing and laundry is kept to a minimum. Megan Browning, who lives in northern Vermont with her family, has had two home batteries through the GMP programme as well as rooftop solar for around a year and has not lost power since. When a recent severe windstorm knocked down a power line near her home, she says, many houses in her neighbourhood lost power, but she "didn't even notice a flicker". Others in Vermont have likewise decided that enough is enough when it comes to outages. GMP saw a surge of enrolments in the battery lease programme in 2023, when (https://npr.brightspotcdn.com/0f/6d/7efd907d4cb8b68950007bfc4b1f/public-utility-commission-order-gmp-battery-20230817.pdf) state regulators lifted a cap on it. Enrolment has continued to grow steadily ever since, it adds, with over 2,500 people enrolled since 2023. GMP, which serves over 75% of Vermont, has a goal of (https://energir.com/files/energir_common/Energir-Notice-annuelle-en.pdf) eliminating all power outages by 2030 . The battery programme plays a strong role in its plan, alongside other measures like undergrounding power lines. In fact, in some rural and more outage-prone areas, GMP sees home energy storage as so important to its goal of preventing outages that (https://epuc.vermont.gov/?q=downloadfile/736480/193438) it has proposed giving thousands of customers batteries at no cost. It has already done so on a small scale through (https://epuc.vermont.gov/?q=downloadfile/774012/204112) multiple pilot projects . (Megan Browning Megan Browning says she hasn't lost power since installing solar and two home batteries around a year ago (Credit: Megan Browning)) Megan Browning Megan Browning says she hasn't lost power since installing solar and two home batteries around a year ago (Credit: Megan Browning) Power plant of the future (https://enerknol.com/states-turn-to-virtual-power-plants-to-support-grid-operations-amid-growing-demand/) Several virtual power plants have emerged in the US in recent years as people catch on to their promise, says Kate Peters, a virtual power plant expert at Boston-based consultancy The Brattle Group. But GMP's programme, which began as a pilot in 2017, may be one of the largest battery programmes in the US, says Peters. The company can tap into Bladyka's batteries (and everyone else in the programme's) whenever needed, though the customer always retains some reserve power for themselves, especially during outages. It links these batteries in with an array of other resources including EV batteries, commercial demand response and a handful of utility-scale batteries. The programme now provides some 110MW of power – (https://www.eia.gov/electricity/data/eia860/) about the same as a small-to-average-sized natural gas plant – and is the (https://greenmountainpower.com/news/gmps-growing-stored-energy-network-delivers-6m-in-savings-during-july-heat-wave/) largest power source in the state. Virtual power plants themselves don't actually produce power, though the solar panels tapped into it do (around 50% of the houses in its programme with home batteries also have solar panels, GMP says). Instead, (https://www.congress.gov/crs-product/R48553#fn12) they use software to manage and conserve energy in more intelligent ways, making what we have already go further – especially at the times the grid needs it the most. Many (https://www.pew.org/en/research-and-analysis/reports/2026/04/distributed-energy-can-unleash-the-resilient-affordable-grid-of-the-future) experts now view such systems as a power plant – and by extension electric grid – of the future. They are innovative, resilient and more efficient than the traditional way utilities have supplied power, says Mari McClure, the chief executive of GMP. "We believe in a two-way grid," she told me on a visit to the company's headquarters in May 2026. "With technology nowadays, we can create a distributed, decentralised model that's much more affordable and much safer. Customers really become consumers and producers." Peak alternative The grid in Vermont, as well as most places in the US, was built to meet peak demand – the time when electricity use is at its highest. In many places, however, that (https://www.cleanegroup.org/peaker-power-plant-data-show-persistent-economic-and-racial-inequities/) peak is often only seen on a handful of days per year . Utilities conventionally build entire power plants, known as "peaker plants", just to serve this purpose. Run on fossil fuels, they are (https://www.cleanegroup.org/publication/peaker-problem/) often both expensive and highly polluting . GMP similarly used to rely on oil, diesel and natural gas peaker plants to meet peak demand. Now the company's virtual power plant has effectively replaced them, says McClure. "We've been slowly able to decommission those as they've become end-of-life," she says. (Four peaking plants still run very occasionally if the regional New England grid operator calls on them, GMP says, though it hopes to close them all soon.) Rocky Mountain Power in Utah is another utility that has (https://www.rockymountainpower.net/content/dam/pcorp/documents/en/rockymountainpower/savings-energy-choices/wattsmart-batteries/Utah_Wattsmart_Battery_Program_Grid_Benefits_Analysis.pdf) effectively replaced peaker plants with home batteries , albeit on a smaller scale. In fact, research has found that (https://www.brattle.com/wp-content/uploads/2023/04/Real-Reliability-The-Value-of-Virtual-Power_5.3.2023.pdf) virtual power plants could fill the role that peaker plants have played across the US – and often at a much lower cost, which (http://www.cleanegroup.org/publication/dirty-energy-big-money/) would likely lower customers' bills . "A virtual power plant is a way for a utility to pay people to provide some of the services that they usually pay big companies to provide for the grid," says Ben Hertz-Shargel, president of the New Jersey Board of Public Utilities and an expert on distributed energy sources. Besides outage prevention, this lower cost is arguably the biggest benefit to customers. GMP's virtual power plant saved customers $11m (£8m) last year, the company told the BBC. The US Department of Energy found these plants (https://climateprogramportal.org/wp-content/uploads/2025/06/LIFTOFF_DOE_VPP_2023.pdf) could save the US over $10bn (£7.4bn) annually by 2030 . "When we look at what's the most impactful thing we can do to really maximise the grid and take it to the next level, the answer [always] comes back to virtual power plants," says McClure. (Pollyanna Bladyka Pollyanna Bladyka and her husband decided to get a home battery after comparing the cost with a gas generator (Credit: Pollyanna Bladyka)) Pollyanna Bladyka Pollyanna Bladyka and her husband decided to get a home battery after comparing the cost with a gas generator (Credit: Pollyanna Bladyka) People's energy Virtual power plants still face barriers in the US. The most significant is a "backwards financial incentive structure" that dissuades utilities from using them, says Jen Downing, a former US Department of Energy official and lead author of its 2023 (https://climateprogramportal.org/wp-content/uploads/2025/06/LIFTOFF_DOE_VPP_2023.pdf) virtual power plant report . "Utilities don't have much incentive to harness demand flexibility because they make more money if they just build stuff," she says. "That's probably the number one issue nationally," she adds, though noting it's not the case for every utility. Other hindrances can include the cost of (https://www.abc.net.au/news/2026-08-06/virtual-power-plants-uptake-solar-renewable-energy-batteries/106998112) enrolling customers into programmes in the first place and (https://climateprogramportal.org/wp-content/uploads/2025/06/LIFTOFF_DOE_VPP_2023.pdf) difficulties integrating virtual power plants into wholesale electricity markets . The tide may finally be turning in the US, however, according to Downing, with states like (https://www.mass.gov/executive-orders/no-654-to-secure-massachusetts-energy-future-by-establishing-an-energy-supply-plan-that-drives-affordability-and-reliability) Massachusetts , (https://gov-pritzker-newsroom.prezly.com/gov-pritzker-signs-historic-clean-and-reliable-grid-affordability-act) Illinois and (https://nj.gov/bpu/pdf/publicnotice/VPP%20Straw%20Proposal%20Final.pdf) New Jersey pushing utilities to procure capacity from virtual power plants in an effort to bring down energy costs. (https://rmi.org/resources/states-are-opening-the-door-to-data-center-investment-in-virtual-power-plants/) States and (https://www.voltus.co/press/voltus-google-bring-your-own-capacity-pjm) tech companies are now also looking to them as a way to make room on the grid for data centres. It also hopes to (https://greenmountainpower.com/wp-content/uploads/2026/08/GMP-218c-Integrated-Resource-Plan.pdf) expand its resource base , plugging in the thousands of EV batteries in Vermont, for example, to provide a significant distributed resource – a concept known as "vehicle-to-grid". Since the storage capacity of EV batteries is so large, this could be a potential gamechanger for virtual power plants everywhere. It remains to be seen whether that will happen, though, says Downing. "If you look at the total storage capacity of EV batteries, it's enormous, but I don't think it's really cost-effective today for most consumer EVs," she says. McClure has experienced its potential first hand: during one outage, she powered her rural home for five days with the battery from her electric Ford F-150 Lightning truck, she says. Whichever technologies end up powering virtual power plants, they're likely to involve local communities more than traditional energy systems have, says Hertz-Shargel. People working in large groups, he says, can be "as big as a power plant". -- For essential climate news and hopeful developments to your inbox, sign up to the (https://www.bbc.com/newsletters?futureearth&at_bbc_team=studios&at_medium=Onsite&at_objective=acquisition&at_ptr_name=bbc.com&at_link_origin=featuresarticle&at_campaign=futureearth&at_campaign_type=owned) Future Earth newsletter, while (https://www.bbc.com/newsletters?theessentiallist&at_bbc_team=studios&at_medium=Onsite&at_objective=acquisition&at_ptr_name=bbc.com&at_link_origin=featuresarticle&at_campaign=essentiallist&at_campaign_type=owned) The Essential List delivers a handpicked selection of features and insights twice a week.
