                    "SUNY Maritime College\u2019s training ship\u00a0Empire State VII\u00a0has been ordered to depart New York on September 30 for Norfolk, Virginia, where it will undergo a month-long activation and flight deck certification ahead of follow-on operations supporting the U.S. Navy.\n\n\n\nThe sailing order provides the clearest indication yet of what lies ahead for the vessel after the U.S. Maritime Administration\u00a0ordered its activation last month\u00a0for an undisclosed federal mission.\n\n\n\nSUNY Maritime President Rear Admiral John Okon told the college community that\u00a0Empire State VII\u00a0is scheduled to arrive in Norfolk on October 1 and remain there through October 30 under an extended MARAD Maintenance and Repair Activation.\n\n\n\nThe work will include certification of the ship\u2019s flight deck \u201cin preparation for follow-on operations supporting the U.S. Navy,\u201d Okon said.\n\n\n\nThe destination and exact nature of those follow-on operations remain undisclosed.\n\n\n\nMARAD previously said\u00a0Empire State VII\u00a0was needed for a classified national security mission tied to an urgent Military Sealift Command requirement. An August 28 decision memorandum reviewed by gCaptain said\u00a0no other suitable vessel was available\u00a0within the required timeframe and described the activation as a \u201ccompelling strategic necessity.\u201d\n\n\n\nThe memorandum contemplated federal use of the ship for approximately 170 days.\n\n\n\nOkon made clear in his latest message that SUNY Maritime did not make the decision to deploy the vessel.\n\n\n\n\u201cThe decision to deploy\u00a0Empire State\u00a0was made by the Maritime Administrator in support of a national mission,\u201d he said. \u201cIt was not a decision made by SUNY, the College, or the College administration.\u201d\n\n\n\nAt the same time, Okon acknowledged that losing the school\u2019s primary training ship for much of the academic year will create significant challenges for students.\n\n\n\n\u201cEmpire State\u00a0is a vital part of the Maritime College experience and a critical component of our training environment,\u201d he said. \u201cIts absence creates challenges, and we should be honest about that.\u201d\n\n\n\nThe college is working across its academic, training and waterfront programs to limit disruptions and ensure students can meet required training and graduation requirements.\n\n\n\nOkon also demanded a firm target for the ship\u2019s return. \u201cI have been very clear with MARAD, and remain on record, tha\u00a0Empire State\u00a0needs to return to campus on or about February 12, 2027, to keep SST 2027 on schedule,\u201d he said.\n\n\n\nThe timeline would keep the ship away from Fort Schuyler for more than four months following its September departure, assuming it returns as requested.\n\n\n\nEmpire State VII\u00a0is the first of five purpose-built\u00a0National Security Multi-Mission Vessels\u00a0developed by MARAD primarily to train future U.S. Merchant Marine officers while also giving the federal government additional capability during emergencies and national missions.\n\n\n\nThe federally owned vessel was delivered in 2023 and assigned to SUNY Maritime College. Its capabilities include accommodations for hundreds of cadets, roll-on/roll-off cargo capacity and a helicopter flight deck.\n\n\n\nThe ship is also part of MARAD\u2019s\u00a0National Defense Reserve Fleet.\n\n\n\nThe latest order marks a significant shift from the vessel\u2019s normal training role and will provide an early real-world test of the broader national-security mission envisioned for the NSMV program.
