                    "The global maritime industry is marking World Maritime Day on Thursday with an unusually immediate backdrop: merchant ships under attack, seafarers being killed and some of the world\u2019s most important shipping routes disrupted by conflict.\n\n\n\nThe International Maritime Organization has chosen\u00a0\u201cFrom Policy to Practice: Powering Maritime Excellence\u201d\u00a0as the World Maritime Day theme for both 2026 and 2027, putting the focus on whether international shipping rules are actually being implemented and enforced at the national level.\n\n\n\nThe message comes as commercial shipping continues to face the effects of geopolitical conflict from the Strait of Hormuz to the Black Sea and Sea of Azov. IMO said attacks on merchant ships have killed dozens of seafarers while disrupting trade and critical supply chains.\n\n\n\n\u201cThis year\u2019s World Maritime Day theme, \u2018From Policy to Practice: Powering Maritime Excellence\u2019, recognizes the reality that regulations will deliver safer, more resilient, and cleaner shipping when they are implemented worldwide,\u201d IMO Secretary-General Arsenio Dominguez said.\n\n\n\n\u201cImplementation must make a difference where it matters most \u2014 for the people working at sea. Seafarers come first. Always.\u201d\n\n\n\nThe theme reflects a longstanding challenge for the IMO. The organization develops global rules covering ship safety, environmental protection, security and other areas, but those rules ultimately depend on individual governments to incorporate them into national law and enforce them.\n\n\n\nIMO this year completed the first audit cycle under the mandatory\u00a0IMO Member State Audit Scheme, which assesses how effectively countries meet their obligations under key IMO instruments. Since mandatory audits began in February 2016, 168 audits covering 165 Member States and three Associate Members have been carried out.\n\n\n\nThe results exposed persistent gaps. IMO said some countries continue to struggle to translate international rules into domestic law, with shortages of technical expertise and infrastructure as well as weak oversight of ships among the key problems. The organization plans to use the findings to better target technical assistance, including support for Least Developed Countries and Small Island Developing States.\n\n\n\nThat assistance includes help drafting national legislation, building maritime administrative and enforcement capacity, and training regulators, port officials and seafarers.\n\n\n\nThe two-year World Maritime Day theme will also extend across some of the biggest issues currently confronting shipping, including new technologies, decarbonization, fraudulent ship registration, digitalization, cyber and maritime security, and marine environmental protection.\n\n\n\nUN Secretary-General Ant\u00f3nio Guterres said this year\u2019s observance comes as the international maritime framework itself faces growing pressure.\n\n\n\n\u201cWith at least 80 per cent of international trade moving by sea, maritime shipping keeps our world afloat,\u201d Guterres said.\n\n\n\n\u201cBut this critical framework is under strain. Conflicts and geopolitical tensions are infringing on navigational rights and freedoms that must be restored. The lives of seafarers are being threatened, and the global supply of fuel, fertilizers and food has been disrupted.\u201d\n\n\n\nHe said governments, labor groups and industry all have a role in translating international commitments into practical improvements, from worker safety to shipping\u2019s energy transition.\n\n\n\nThe International Chamber of Shipping also voiced support for the IMO\u2019s World Maritime Day message, saying it \u201cstands with and strongly supports\u201d the organization as it marks this year\u2019s theme.\n\n\n\nFor the first time, the World Maritime Day theme will span two years, giving governments and industry through 2027 to focus on moving regulations from adoption to implementation.
