U.S. Coast Guard Photo Coast Guard’s New Digital Mariner Credentialing Platform Set to Go Live (https://gcaptain.com/author/mike/) Mike Schuler Total Views: 163 September 11, 2026 The U.S. Coast Guard is set to launch its new digital mariner credentialing system, marking a major shift in how mariners apply for Merchant Mariner Credentials and medical certificates as the service continues working through a months-long application backlog. The new platform, called Navita, will go live at 8 a.m. Eastern on Monday, Sept. 14, and will become the Coast Guard’s primary electronic system for submitting credential applications. Navita is designed to guide mariners through the application process, helping applicants identify requirements, upload supporting documents and submit more complete applications. Coast Guard officials say the system should reduce delays caused by incomplete submissions and streamline processing over time. The launch comes as the National Maritime Center continues recovering from a severe credentialing (https://gcaptain.com/coast-guard-offers-120-day-relief-for-mariners-caught-in-credentialing-backlog/) backlog that developed during the 2026 federal funding lapse. Normal NMC operations were suspended during the lapse, contributing to an accumulation of more than 19,000 applications. When processing resumed in May, the Coast Guard initially warned that completed applications could take eight to 12 months to process. Those estimates have since improved as the NMC added overtime, surge staffing and other measures. The estimated processing delay fell to about eight months in June and roughly four months by July, although application volumes have remained elevated. The Coast Guard last month also introduced temporary relief for certain mariners whose credentials expired while renewal applications remained stuck in the backlog.Eligible mariners may receive a 120-day authorization allowing them to continue sailing under the national endorsements of an expired Merchant Mariner Credential while the NMC completes its review. NMC Application Process The launch will also bring several changes to the National Maritime Center’s existing application process. The Application Submission and Additional Information Portal, known as ASAP, will be discontinued. The (https://gcaptain.com/cdn-cgi/l/email-protection#7831392b3336353b380d0b1b1f56151114) [email protected] email address will also no longer be used for submitting inquiries. Instead, mariners and other stakeholders will communicate with the NMC through a case-management function built into Navita. The Coast Guard said the change will centralize correspondence and better connect questions and supporting information with individual applicants and applications. Paper applications will still be accepted, but the Coast Guard plans to phase out paper submissions within the next 12 months. Mariners are being strongly encouraged to use Navita, with the Coast Guard warning that applications submitted by mail or in person will take “significantly longer” to process. Regional Examination Centers will continue reviewing application documents for completeness during appointments and can answer questions about using Navita. However, the Coast Guard said RECs will not provide computers or internet access for mariners to submit applications. While Navita represents a significant modernization of the credentialing process, the Coast Guard cautioned that the new system will not immediately shorten existing processing times. Applications submitted before Sept. 14 and those filed through Navita after launch will continue to be processed on a first-in, first-out basis. Mariners who have already submitted applications should not submit them again through Navita, the Coast Guard said, warning that duplicate applications will only add delays. Requests for expedited processing will be considered only when an application has a clear and documented connection to national defense. Coast Guard Modernization Navita was first (https://gcaptain.com/coast-guard-unveils-new-digital-mariner-credentialing-platform-amid-massive-backlog/) announced earlier this year as part of a broader Coast Guard effort to modernize mariner credentialing and reduce the paperwork, errors and back-and-forth communication that have long frustrated applicants. The first version of the system will allow mariners to establish online profiles and electronically submit credential and medical applications, with additional capabilities expected to be added later. The system also replaces a patchwork of interim electronic tools introduced after the Coast Guard permanently shut down its long-running HOMEPORT platform in April 2025. The Coast Guard said mariners should continue applying well ahead of expiration dates despite the launch of the new system. “Mariners and maritime employers should continue to plan accordingly and submit applications early to avoid potential disruptions to employment or vessel operations,” the Coast Guard said.
