"Ilya Espino de Marotta took office Monday as Administrator of the Panama Canal, becoming the first woman to lead the waterway as it confronts renewed water concerns and moves ahead with a multibillion-dollar expansion of its logistics and energy businesses.

Espino de Marotta, who has spent more than four decades at the Canal, will serve a seven-year term through 2033, succeeding Ricaurte Vásquez Morales.

“Forty-one years ago, I came here to learn. Today, it is my turn to lead, but my conviction remains exactly the same; to serve Panama with honesty, discipline, and profound respect for this institution,” Espino de Marotta said during an inauguration ceremony at the Canal’s Administration Building.

Her arrival comes as the Panama Canal is again managing freshwater carefully as a strengthening El Niño threatens to bring a prolonged period of below-normal rainfall. At the same time, the Panama Canal Authority is pushing forward with a broader 2025–2035 strategic plan intended to expand the Canal beyond its traditional role as a ship transit route.

That plan includes the proposed Río Indio reservoir, new container terminals on both the Atlantic and Pacific coasts, an energy corridor across the isthmus, and additional logistics infrastructure.

“My commitment is to remain focused on efficiency, transparency, and ethics, because every dollar we manage at the Canal belongs to Panama, and that is how we will treat it,” she said. “I accept this appointment with a profound sense of duty and with absolute confidence in the people who make it possible to run the Canal every day.”

Water Security Takes Center Stage

Water availability is likely to remain one of the defining challenges of her term.

The Canal is still applying lessons learned from the historic 2023–24 drought, when critically low Gatun Lake levels forced authorities to sharply reduce daily transits and vessel drafts, creating lengthy ship queues and disrupting global trade.

Conditions have improved since then, but concerns have returned this year as rainfall has fallen short of expectations and forecasts point to a prolonged El Niño.

The Canal recently postponed a planned October reduction in the maximum authorized draft for Neopanamax vessels, keeping the limit at 48 feet for now. But it has already reduced daily transit capacity, with Neopanamax slots falling to nine per day beginning September 3 and Panamax capacity scheduled to decline to 23 slots on September 15.

Former Administrator Vásquez warned last month that the developing El Niño could bring about eight months of unusually low precipitation.

The long-term answer is centered on the proposed $1.6 billion Río Indio reservoir, which the Canal views as critical to securing freshwater for both vessel operations and more than half of Panama’s population. The project would increase storage capacity and provide an additional source of water during future droughts. Construction is expected to take roughly six years.

Building Beyond the Locks

Espino de Marotta will also oversee one of the Canal’s most ambitious diversification efforts since the opening of the expanded Neopanamax locks in 2016.

The Canal’s strategic vision calls for transforming the waterway into a broader logistics, maritime and energy platform, reducing its dependence on toll revenue while increasing the value generated by cargo moving through Panama.

Among the biggest projects is the proposed Energy Corridor, centered on an approximately 76-kilometer pipeline linking Panama’s Atlantic and Pacific coasts. The system is designed to move propane, butane and ethane across the isthmus without requiring tankers to transit the locks or consume Canal freshwater. The proposed corridor could handle as much as 2.5 million barrels per day.

The Panama Canal Authority completed the document-submission phase of the project’s prequalification process in July and is evaluating companies seeking to advance to the next stage.

The broader expansion strategy also includes new container terminals at Corozal on the Pacific side and Telfers on the Atlantic, potentially adding between 5 million and 6 million TEUs of annual transshipment capacity.

Together, the projects represent an effort to strengthen Panama’s position as a global shipping and logistics hub while creating new sources of revenue that are less dependent on the availability of freshwater.

Four Decades at the Canal

Espino de Marotta brings extensive operational and engineering experience to the role.

She joined the Canal in 1985 as a marine engineer and was the only female engineer working at the shipyard of what was then known as the Industrial Division. Over the following decades, she held positions across engineering, dredging, accounting, maritime operations, project development and resource administration. She later served as Executive Vice President for Engineering and Program Management, playing a major role in the Panama Canal Expansion Program that resulted in the opening of the Neopanamax locks in 2016.

After completion of the expansion, she served as Vice President for Operations before being appointed Deputy Administrator in 2019, taking office on January 1, 2020. In 2024, she became the Canal’s first Chief Sustainability Officer.

Monday’s ceremony was attended by Panamanian President José Raúl Mulino, Minister for Canal Affairs and Panama Canal Board Chairman José Ramón Icaza, members of the Canal’s Board of Directors, Vásquez, government officials and Canal employees.

“With this inauguration, Panama demonstrates once again its ability to transfer the leadership of its most important asset through strong governance, clear rules and processes, and institutions that work,” Icaza said.

  Subscribe for Daily Maritime Insights
Sign up for gCaptain’s newsletter and never miss an update
        — trusted by our 107,259 members"
