The minor, a 16-year-old, was arrested earlier this month after an investigation uncovered that he had allegedly sworn loyalty to ISIS. Several days later, as the investigation continued, the adult, 19-year-old Haifa resident Ibrahim Kaabiyya, was arrested as well, with police saying that he had also sworn loyalty to ISIS. According to police, Kaabiyya had planned to commit a terror attack against an IDF base in northern Israel, while the unnamed minor had planned to attack Jewish police and military forces on (https://www.jpost.com/tags/temple-mount) Temple Mount . The investigation also revealed that the minor had looked for instructions on how to make an explosive vest on the internet.
